Notice is hereby given that a ballot title for a county measure was filed with the Clerk of Douglas County, on February 24, 2023 for inclusion in the May 16, 2023 Election.
The Filing District is: Douglas County School District No. 4, Oregon (Roseburg Public Schools)
The Measure Number is: 10-20
The Ballot Caption is: Bonds to increase security; improve school building safety, and function
Any elector dissatisfied with this ballot title may file a petition for review of the ballot title with Douglas County Circuit Court, Roseburg, Oregon, not later than 5:00 PM March 7, 2023. Written notice that a petition for review has been filed with the Circuit Court must be given to the Clerk of Douglas County.

NOTICE OF MEASURE ELECTION – May 16, 2023
Caption: Bonds to increase security; improve school building safety, and function
Question: Shall District increase security, improve building health & safety, job-skill and learning spaces; issue $75,510,000 in bonds; citizen oversight? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution.
Summary: Roseburg School District proposes a bond measure in a principal amount not to exceed $75,510,000; will receive state matching funds of $5,836,083 if bonds are approved.
Bonds would finance capital costs to fund projects that:
- Improve Security:
- Controlled access systems
- Camera systems
- Perimeter fencing
- Address Building Health & Safety
- Air quality improvements; filtration, heating, cooling
- Electrical, roofing, flooring, plumbing
- Fire alarm detection and notification systems
- Asbestos removal
- Honor the past, Build for the future
- Replace Old Main at Roseburg High with modern educational facility that honors historical architectural elements while providing 21st-century job skill-building to prepare students for future employment.
- Additional capital costs including site improvements, demolition, furnishings, equipment, and bond issuance costs
Bonds may be issued in multiple series; each maturing within 21 years from issuance. Estimated tax rate is $0.99 per $1,000 of assessed property value, Actual levy rate may differ due to changes in interest rates and assessed
